Oilver is heading to Coast City but he'll end up somewhere else.
I did Season 4 first, and I liked how it turned out so I'm now working backwards.
Season 3's Flashbacks take place in Hong Kong, where we saw Oliver arrive in Season 2's finale. This season there are several time jumps between the action, some of which I've arbitrarily assigned up to a week between. Others the story has provided clues to the time, and I've accounted for those. Again these are guesstimates, but Oliver seems to have spent nearly a year in Hong Kong, by this timeline approximately 7-8 months.
The Alpha & Omega bioweapon conspiracy is what drives this season's flashback story. There are several elements in this story from ARGUS's activities which we see through Oliver, General Shrieve & the military's activities which we only see at the end really, and the Triad is thrown in the mix for good measure.
Season 3's flashbacks take place on Hong Kong where Amanda Waller has whisked Oliver off to after the sinking of the Amazo. We do not know how quickly she captured him or when, so the length of time between S2 and S3 is unaccounted for, however given Arrow's keeping to real time in the present I'm guessing 4 months? Oliver is enlisted as a reluctant ARGUS agent.
Oliver told Tatsu that he needed to be alone after torturing Shrieve, he didn't say where he was going, however he did board a ship that originated in Coast City. Assuming it takes 4-6 weeks to cross the Pacific, Oliver should arrive at his destination 1-2 months later.
We catch up with Oliver 5 months after arriving in Hong Kong trying to make his 9th escape attempt. He gets so far as to log into his email at a shop beore Maseo catches up, nabs him and brings him back for a talk with Waller. Waller decides a different approach is in order. Oliver wakes with a woman cleaning his wounds. Oliver still wants to get out and talks to Maseo, where he tells him that he cant let Oliver go because Waller has threatened to kill his family.
We find Maseo & Oliver on a rooftop some time later with a sniper rifle; Maseo informs Oliver that there is a target in the next building Waller needs him to eliminate. Peering through the rifle's scope Oliver spys his target and refuses to kill his best friend. Later that night Oliver & Maseo argue about killing Tommy, but come up with another plan.
Good ole Tommy Merlyn has arrived in Hong Kong looking for his friend, without permission. Unfortunately Tommy is a loose end that needs to be dealt with. Oliver & Maseo kidnap and rescue Tommy, leaving him with the assurance that Oliver Queen is, in fact, dead.
Time has passed and we next see Oliver in the local market being sent on a mission to assasinate an old man. He's now a gun that Waller points to things she doesn't like. Oliver finds him and swiftly eliminates his target retrieving the USB drive in his posession. Oliver being curious, decides to look at what is on the USB drive and he finds out some very interesting information about both Fryers and Chei Na Wei.
We find ourselves in the market yet again after passage of some more time and Oliver is on the trail of his next target. A younger man working for the Triad. This time he is to intercept a dead drop but he gets made and runs into some trouble. Tatsu and Akio both try to help Oliver remember details he needs to retrieve an envelope.
Maseo is sent out on a mission to meet with a contact alone, leaving Oliver behind to do laundry, something he suprisingly does not know how to do his own laundry, which isnt winning him any favors from Tatsu. When Maseo does not return in the hour he promised Tatsu and Oliver go to look for him and end up eliminating some Triad goons at the docks who tell them Maseo is dead. Returning home Tatsu is overjoyed to discover Maseo at home, having been put on lockdown due to the murder of several ARGUS agents. Oliver finally then goes to do his laundry.
A day or so later Waller has captured a Triad member and needs Oliver to interrogate him and find out the location of a bomb. The bow and arrows are returned to Oliver to assist him in his interrogation. Oliver, unwilling to torture him, is unable to get the information in time and the bomb detonates. Waller, furious about Oliver's inability to extract the information in time tells him that people who do this sort of thing only know how to deal in extremes and that he has the stomach and the talent for torture, he just needs practice.
Oliver is summoned to the warehouse again and this time Waller has Li Kuan Hui to get the details on Chein Na Wei's activities in Hong Kong. This time, Oliver takes all night and sucessfully tortures the information out of him about the Omega virus and its location. Later the next day Oliver & Maseo go to the biotech company to retrieve the virus, but find it already missing.
In the warehouse the next day, after kidnapping the lab tech who took the virus, Oliver and Maseo torture him for information and are unable to get any information because the tech was drugged. Chein Na Wei arrives at Maseo's apartment and fights with Tatsu, who ultimately ends up being kidnapped.
Waller informs Oliver & Maseo they now need to retrieve the other half of the bioweapon, the Alpha. Maseo upset that Waller's immediate concerns are not to rescue Tatsu reluctantly goes with Oliver and a small team on the mission to steal the Alpha from another biotech firm. Success is delayed by the arrival of the Triad there for the same virus where Oliver does not take down a Triad member instead bugging him with a gps-tracker to find Tatsu.
The geo tracking having been sucessful Olvier & Maseo track Chein Na Wei down at a nightclub, where Maseo intends to double cross both Oliver and ARGUS to get Tatsu back. Unfortunately the virus is a fake and Tatsu, Maseo & Oliver fight their way out of the club. Back home Maseo confesses he didnt know the virus was a fake and that Waller must have swapped it out and they hatch an escape plan to leave Hong Kong behind.
Oliver is at a payphone leaving his mother a message when he is kidnapped by ARGUS. Oliver gets to try out a new method of torture this season and is waterboarded by ARGUS to tell them where Maseo went. Only after Waller threatens Thea does Oliver tell her he went to the ferry to Shanghai. Maseo has double backed and let himself be caught after hearing that Oliver was captured and is ready to pay for the consequences of his actions.
Oliver & Maseo wake after being drugged in the back of a limo, driving to Star City. Chein Na Wei is in Starling City to have an auction for the weapon and meet with Peter Chang a Queen Consolidated employee. He is the reason they are here, Waller needs Oliver to break into his father's company and recover files related to Chein Na Wei's activities.
The next day Maseo tells Oliver he needs to break into Queen Consolidated using his credentials to retrieve the files. While staking out the company Oliver sees Thea and follows her to their families property where she is visiting his grave and meeting her dealer. Tommy arrives and saves the day to play big brother and 'not invite' Thea to a party he's having tonight. Oliver breaks into the company, retrieves the files on the auction along with files his father had addressed to both he and Thea. While reviewing the files with Waller, Oliver sneaks away and goes to Tommy's party himself, later parting ways with Maseo and returning to his home. The next day Oliver is at the hotel where Waller introduces him to General Shrieve who tells him he is free to go but after he is debriefed back in China.
Oliver has been debriefed, after which Shreieve tells him that the mission is now an Army Operation and that both Maseo & Tatsu are free now as well. On the dock's a few days later they are ambused by agents trying to assassinate them. Sucessfully fighting them off results in Oliver and Akio being separated from Tatsu & Maseo. Later in the market Akio tells Oliver that his parents always told him to go to the botanical gardens if they were separated when they are found by ARGUS. Running away and back to the market Oliver & Akio run into Mei who takes them back to her apartment.
A brief period of time has passed and Tatsu, Maseo, Akio and an old woman are in a safe house hiding from ARGUS. They decide they are going to confront waller and go to break into the field office where Oliver finds Waller. She tells him Shrieve has been keepign her there for weeks ad that Shrieve intends to release the virus and urges Oliver and Maseo to get out of Hong Kong. Oliver returns to Tatsu & Maseo, telling them about Waller and reasoning that if Shrieve created a vaccination for the virus he must be storing it in Hong Kong and they need to go steal it.
Maseo, Oliver & Tatsu sucessfully steal the vaccination from the facility and hatch a plan to save Hong Kong. Later that night they find that Shrieve has already mixed the Alpha and Omega. Oliver steals a car and they follow the Army truck from the base where they ambush it to destroy the virus.Oliver and Tatsu are able to defeat the soldiers and take control of the truck and recover the case, but the case turns out to be empty. Tatsu threatens a surviving solder into telling them where they plan to release the virus. In the market Shrieves's men are confronted the virus is accidentally released during the fighting.
The virus has prooven to be just as agressive as described, and on the way back to the apartment Maseo, Oliver & Tatsu happen upon soldiers handing out the virus as if it were a vaccine. They destroy the truck and go back to the safe house to retrieve Akio. They plan to use the chaos of the outbreak as cover to escape, but discover that Akio has been infected despite being innoculated.
The trio find a pharmacy to try to get medicine for Akio and decide that Shrieve must have made a cure if he made a vaccine. Oliver & Maseo set out to get the cure, breaking into the Amry base and getting both the 'cure' and kidnapping Shrieve. Returning with Shrieve to the pharmacy they find Akio in Tatsu's arms, dead. Furious that Shrieve says there was never a cure they take out the men Shrieve had following them & Oliver begins to torture Shrieve.
Three days later Oliver, Maseo & Tatsu are getting Akio's ashes, each getting one small urn. Taking his urn Oliver returns to the pharmacy to continue torturing Shrieve, telling him that Waller thought he had a talent for torture. That evening Tatsu & Maseo find Oliver sitting over Shrieve's lifeless but still breathing body, Maseo executes Shrieve. Maseo parts ways with Tatsu and Oliver.
Time has passed again, Oliver & Tatsu are on the docks both leaving Hong Kong but separately. Tatsu asks if Oliver is returning to Starling City, he says he needs to be alone and doesn't want the darkness inside him around his family. Oliver is seen boarding Wallace Shipping's Boat Triton's Daughter, from Cove City.
